Blue Spiral Council
According to the legend of the storytellers, Beisenbi went to the Blue Spiral Council twice. The first time he went, he resolved the land dispute between the Naiman and Kerey by negotiating with the Naiman elders and returned with a settlement. The following year, the land dispute flared up again, leading to a major brawl where people from both sides were struck with clubs, heads were split, eyes were gouged out, and limbs were injured, turning the matter into an unresolved quarrel. Especially on the Kerey side, a young man's head was severed, and he nearly died. The Naiman side suggested that if they handed over the wounded Kerey man, one of his angry relatives would lose an eye, and they would pay the blood money. They preferred to keep him in their custody, whether he lived or died, so they could see him with their own eyes. Meanwhile, the Kerey side accused them of killing their man and hiding him, and they wrote a complaint and took their livestock. To resolve this escalating issue, the Naiman side demanded a meeting and called for Beisenbi, the Kerey elder. When Beisenbi went for the second time, he found that the Kerey villages were suffering from a harsh winter, and their livestock had perished. Hunger and nakedness prevailed. As the saying goes, "The disaster comes in sevens," an outbreak of yellow fever was spreading, leading to increased deaths among the people. Beisenbi traveled around the villages, empathizing with their plight and offering advice and support. He especially regretted not having carefully handled the land division the previous year, which had led to both sides being overly lenient. This time, he came down firmly and divided the land fairly. He brought both sides to a good agreement. He took the wounded Kerey man, accompanied by his relatives, and showed him to them. He negotiated with the opposing side, called for a doctor, and arranged for the care of those who had been injured. He stopped the quarrel between the two sides and returned to his people. However, Beisenbi felt his helplessness and was engulfed in deep thoughts. He dreamed that if they were united in harmony, without division, without discord, striving for education and learning skills, such a dire situation would not arise. This dream journey gave birth to the "Blue Spiral Council."
